<title>4,500 Hackney Families to Benefit from Insulation Programme</title>

<p>
In the Green Party's 2010 budget amendment, Cllr Mischa Borris proposed the &pound;600,000 &quot;free insulation for every home that needs it&quot; scheme. The programme would be part council revenue funded, with the additional investment levered in from energy utilities as part of their obligations to <a href="http://www.decc.gov.uk/en/content/cms/what_we_do/consumers/saving_energy/cert/cert.aspx">reduce greenhouse gas emissions</a>. The programme would be prioritised towards vulnerable and low-income households, regardless of their means-tested status.
</p>
<p>
The scheme, similar to the successful progamme introduced by the Green Party on <a href="http://yorkshireandhumber.greenparty.org.uk/region/yorkshireandhumber/news/Kirklees-energy-and-money-savings-for-free.html">Kirklees council</a>, could reduce fuel bills for the poorest by an average of &pound;150 a year per home and would make an enormous dent in fuel poverty. The scheme would also create green-collared jobs in the borough, helping to tackle Hackney's above national average <a href="http://www.hackney.gov.uk/xp-factsandfigures-employment.htm">unemployment levels</a>.

Cllr Borris said:

&quot;It is scandalous that, in 2010, over 5% of families in Hackney live in <a href="http://www.nea.org.uk/fuel-poverty-and-energy-efficiency">fuel poverty</a>. Our Green Party budget proposal, to create a Hackney-wide innovative free insulation scheme, would rip into the heart of this devastating problem.
</p>
<p>
&quot;Home insulation would make a real difference to residents.  It is one of the easiest things people can do to combat spiraling energy prices and make their homes warmer so that they have to spend less on fuel.
</p>
<p>
&quot;This scheme is about making it as easy as possible for everyone to install insulation, including those that just sit just above the means-tested threshold that currently exclude families from receiving free insulation.  Directly approaching all residents on the lowest incomes instead of waiting for them to come to you, and not means-testing, are big parts of that.
</p>
<p>
Cllr. Borris proposed that the council revenue for the programme would be funded by a &pound;16 a year increase in parking charges for the most polluting cars.
</p>
<p>
&quot;A slight increase in parking charges for the most gas-guzzling cars is a fair way of funding a scheme that will benefit those without cars and living in fuel poverty. 
</p>
<p>
&quot;Councils should be creating ways of helping the most vulnerable residents.  Using money from energy companies and those with larger cars will benefit thousands of people who are struggling to keep their homes warm.&quot;

<p>
Other measures proposed by Cllr Borris included a Hackney Community Youth Games, as well as a project to refurbish bikes for teenagers and another helping people get household items repaired rather than having to scrap them and buy new.   
</p>
<p>
Cllr Borris concluded, &quot;Both those schemes would also benefit less well off people, and reduce our land fill tax.  Joined up thinking from the Green Party&quot;.

<title>Caroline Lucas Continues to Oppose the Illegal Occupation of Palestine</title>

Green Euro-MP Caroline Lucas has welcomed a Euro-Parliament vote in Strasbourg on the <a href="http://www2.ohchr.org/english/bodies/hrcouncil/specialsession/9/docs/UNFFMGC_Report.pdf">Goldstone report</a>, which saw a majority of MEPs supporting a strong Parliamentary position on the ongoing Israeli blockade of Gaza - and breaches of international law.
</p>
<p>
A long standing and passionate campaigner for peace and justice in the Middle East, the South East Green MEP, who is also Vice Chair of the Parliament's delegation to Palestine and spoke on the <a href="http://www.europarl.europa.eu/sides/getDoc.do?type=CRE&amp;reference=20100224&amp;secondRef=ITEM-017&amp;language=EN">Goldstone Report in plenary last month</a>, said:

&quot;I am delighted that colleagues in the Parliament have voted for a strong position on the Goldstone Report. When I visited Gaza last February, I saw first hand the damage caused by Operation Cast Lead and the everyday <a href="http://www.carolinelucasmep.org.uk/2009/02/26/bearing-witness-in-gaza/">consequences of the Israeli blockade</a>.

&quot;Green MEPs have fully backed this from the beginning, and also endorse the other recommendations of the Goldstone report which focus on the ongoing serious violations of international law on both sides.

&quot;Given its contractual relations with Israel and its position as main donor to the Palestinians, the EU and its Member States have the particular responsibility to ensure full respect for the international human rights and humanitarian law by neighbouring partner countries.&quot;

<title>Letter from Matt Sellwood blasts Labour on inequality</title>

In his recent&nbsp;column, Cllr Matthew Coggins correctly pointed out that
<a href="http://www.independent.co.uk/news/uk/politics/social-inequality-gap-remains-report-finds-1879972.html" title="Independent article on rising inequality under Labour" target="_blank">Labour's record on social equality</a> and poverty has been appalling. Over
the last decade, inequality has not improved, and basic rights such as
affordable housing are further out of reach than ever before for most
people. The richest 10% in our society are now 100 times wealthier than
the poorest 10%. There is no doubt that this is a complete disgrace.
</p>

The
only problem with his analysis was that, as a Conservative, Cllr
Coggins failed to point out a crucial fact. Labour has managed to
create such a mess by continuing the failed politics of the free market
that were first pushed forward by the Tories. All three establishment
parties are wedded to an economic model which has increased inequality,
undermined our communities, and continued to destroy our environment.<br />
&nbsp;<br />
In
contrast, the Green Party argues for progressive taxation, an end to
the deployment of our troops in Afghanistan, and the scrapping of
Trident, ID cards and other expensive New Labour supported projects.
That money must be invested into decent, affordable housing, a stronger
benefits safety net, and measures that ensure equality for all, such as
a London Living Wage. Now is not the time to cut services, but to
invest in them, creating jobs in the process. Cllr Coggins cannot argue
for that, because his party is still wedded to the ideology that caused
the problem in the first place.<br />

<title>Abbott missing in action over crucial climate change vote</title>

Hackney Green Party today condemned <a href="http://www.dianeabbott.org.uk/" title="Website of MP Diane Abbott" target="_blank">Diane Abbott</a>'s decision not to vote against the Government on a crucial environmental amendment in the House of Commons.<br />
&nbsp;<br />
The amendment to the <a href="http://www.decc.gov.uk/en/content/cms/legislation/energybill/en/content/cms/news/pn134/pn134.aspx" title="DECC press release about the Energy Bill" target="_blank">Energy Bill</a>, which would have introduced legally binding greenhouse gas emissions targets for power stations in the UK, was the subject of a lobbying campaign by organisations as varied as Friends of the Earth, the World Development Movement, and 38 Degrees.<br />
&nbsp;<br />
Despite signing <a href="http://edmi.parliament.uk/EDMi/EDMDetails.aspx?EDMID=37308" title="Early Day Motion 299" target="_blank">Early Day Motion 299</a> calling for an Emissions Performance Standard, Diane Abbott&nbsp; did not turn up to vote for the amendment and against the Government when it was discussed in Parliament. The amendment was defeated by <a href="http://blog.38degrees.org.uk/2010/02/25/energy-bill-how-did-your-mp-vote/" title="Find out how your MP voted">252 votes to 244</a> - slashing the Government's 57-strong majority to just eight.<br />
&nbsp;<br />
<a href="http://mattsellwoodforhackney.blogspot.com/" title="Matt Sellwood's blog">Matt Sellwood</a>, the Green Party's Parliamentary Candidate for Hackney North &amp; Stoke Newington, commented: &quot;Ms. Abbott has let her constituents down by not bothering to turn up to vote for this amendment.

<title>Greens call for action on allotments</title>

<description><![CDATA[ <p>
The Green Party is calling on the council to massively increase the space for food-growing in the borough.&nbsp; A discussion document looking into the provision of allotments in Hackney has suggested an increase of 150 new plots, but Hackney Allotment Society has shut its waiting list. 
</p>
<p>
Some of the party&rsquo;s members enjoy growing seasonal organic food on its own &lsquo;back-garden&rsquo; allotment. 
</p>
<p>
Green council candidate Pippa Lane said, &ldquo;Many Hackney people don&rsquo;t want the commitment of a whole allotment - they just want to grow food near to where they live. The council needs to be far more imaginative in its attitude to public land and how food can be grown locally, providing small, deep-bed sites and insisting that developers include food growing space in their proposals.&rdquo;

<p>
Last year Green councillor Mischa Borris asked the council to support the Edible Estates initiative giving public housing residents the right to grow food in the land around their block.&nbsp; Sadly, the deputy mayor dismissed the idea, saying that Hackney Homes would not take a lead on it.

<title>Scandal of Labour’s neglect of Allen Rd shops</title>

Labour councillor Karen Alcock has admitted publicly that the council&rsquo;s neglect of shops on Allen Road has led to damp and other problems that will cost tens of thousands of pounds to put right. 
</p>
<p>
The premises, which have been empty since 2005 and are only now reopening, became infested with vermin.&nbsp; Residents in neighbouring buildings reported seeing rats in the area. The basements of the shops, which were previously dry enough to store paper, can no longer be used unless they are re-sealed at huge cost to council tax payers. <br />
<br />
Green Party council candidate Peter Jones said, &ldquo;At a time when the council is demanding extra chargesfrom the nearby Shakespeare Walk Adventure Playground, this is a gross waste of public money and a prime example of local Labour neglect.&rdquo;&nbsp;

<title>The fares are worth fighting for</title>

Hackney Green Party has joined the Green Group on the London Assembly to condemn Boris Johnson&rsquo;s assault on public transport.&nbsp; 
</p>
<p>
Not satisfied with increasing public transport fares in 2009, London&rsquo;s Conservative Mayor has now introduced further massive fare increases for 2010.&nbsp; This includes an 18% rise on many single tube fares outside Zone One, and a 20% increase in the cost of one-off bus journeys using Oyster &lsquo;Pay As You Go&rsquo; and weekly bus passes.&nbsp;&nbsp; 
</p>
<p>
In less than two years since the Mayor was elected, the price of a single bus fare has already risen by a third, hitting Hackney residents, who are more reliant on buses, particularly hard. 
</p>
<p>
Johnson&rsquo;s fare increases have a disproportionate impact on the least well-off, and the Green Party&rsquo;s London Assembly members are making budget proposals designed to reverse them immediately.&nbsp; 
</p>
<p>
Darren Johnson, Green London Assembly member, commented: &ldquo;The Green Group will seek to reverse this year&rsquo;s bus fare rises in our amendment to the mayor&rsquo;s budget. I want to see the Mayor protecting the poorer Londoners by freezing bus fares and making those who pollute more, pay more. This fare increase is caused by decisions such as abandoning the western extension of the congestion charge, and dropping plans to levy a higher charge on the most polluting vehicles.&rdquo;

<title>Council leaves Hackney cyclists out in the cold</title>

<description><![CDATA[ <p>
<span style="font-size: small">A recent&nbsp;Council initiative to improve the look and permeability of the streets has&nbsp;had an undesirable consequence: places to lock your bike&nbsp;have disappeared. As railings on pavements are steadily removed, the resulting decrease in numbers of ready-made parking spaces is creating problems for Hackney's growing&nbsp;number of cyclists.</span> 
</p>
<p>
<span style="font-size: small">Which is strange&nbsp;for a council and government that appears to be promoting cycling. Hackney currently has the highest numebr of cyclists in London, and with bus prices on the up, this is set to rise even further.</span> 
</p>
<p>
<span style="font-size: small">Yet the council is not making it easy. Cycle theft remains prevalent, and safe parking is imperative to keeping it down. Street railings are often well-placed and unobtrusive, and where removing them can have many benefits, the consequential loss of cycle parking needs to be seriously addressed.</span> 
</p>
<p>
The problem affects more than the shoppers searching for convenient parking spots: on streets and estates, residents are finding it hard to find accessible and safe spaces to keep their bikes, and the council seems to be doing little to change that. 
</p>
<p>
Thanks to Hackney Homes' borough-wide fire risk assessment, bicycles chained to railings on estates are being removed, often without warning, because they could cause an obstruction in the case of fire. A well-used bike shed at Heatherly Court is being demolished by Hackney Homes, who site servicing the drains as the reason. In both of these cases, it's hard ot see how bikes would impede access or servicing of drains. Funding for secure bike lokers is uncertain and in some places won't be provided until 2011. What those cyclists are to do in the meantime is anyone's guess. 
</p>
<p>
Hackney's Green Party Councillor <a href="localsites/hackney/people/mischa-borris.html">Mischa Borris</a> says &quot;I do not see how a bike, chained neatly in a vertical position, would be an impediment to escape. There is no room in the flats to keep bikes; an alternative would be to take it into the block and chain it to the stair railings, where it would be far more in the way and an impediment in a fire. Hackney Homes creates room for car parking, yet seems unwilling to do anything for bike owners. We all know that childhood and adult obesity is a particular problem in Hackney, which can be countered by cycling. It is unfair to enforce a policy without taking measures to mitigate negative effects on residents&quot; 
</p>
<p>
Cycling in Hackney makes sense for so many reasons: it's cheaper, more convenient and often quicker than other forms of transport, and the health and environmental benefits speak for themselves. The council needs to be consistent in its support of cycling, and not leave us out in the cold.

Matt Sellwood, Hackney Greens' Parliamentary candidate for Hackney North &amp; Stoke Newington, has been appointed as the national housing spokesperson for the Green Party.<br />
&nbsp;<br />
Matt previously served on the Executive Board of Oxford City council which managed and controlled thousands of council houses[1]. As former National Secretary of the Association of Green Councillors, the overriding body supporting England's Green Party local authority councillors, Matt also brings substantial knowledge of the public housing sector to the role. <br />

In response to today's news that the police may designate every train and Underground station in the UK as a security zone under section 44 of the Terrorism Act 2000 during the London 2012 Olympic and Paralympic Games, Jenny Jones AM commented:<br />

&quot;The police have alienated young people, photographers, tourists and ethnic minorities with their unlawful use of stop and search in recent years. With the world watching, will they go for gold in the bad Olympics policing competition?<br />
<br />
&quot;If these powers haven't been scrapped by 2012, the police have to use them carefully following intelligence. A six week mass clampdown would undermine years of work to improve community relations and safety.<br />
<br />
&quot;The Mayor agrees that we need to review the legislation, but under his watch the police are planning a massive expansion of these unlawful powers. He should show some leadership and press for a much more proportionate approach to stop and search at the Olympics.&quot;<br />

The Government needs to ensure that anti-terrorism powers are used proportionately and only for counter-terrorism related purposes.<br />
<br />
The Met has already reviewed the use of Section 44 powers (see response to MQ15/2010). Rather than appealing, I ask Government to work with Parliament on reviewing the current legislation.

<title>Labour Mayor rejects Greens' anti-ID card campaign</title>

<description><![CDATA[ <p>At the full council meeting on Wednesday 27th January, Green Party Councillor&nbsp;<a href="/localsites/hackney/news.rss.html#mce_temp_url#">Mischa Borris</a>&nbsp;asked Hackney Mayor Jules Pipe if the council would sign up to the&nbsp;<a href="/localsites/hackney/news.rss.html#mce_temp_url#">No2ID campaign</a><sup>1</sup> and adopt a non-co-operation policy in relation to the ID card programme, except where doing so would breach existing contracts or be unlawful.&nbsp; <br /><br />At the meeting, Cllr Borris' proposal was dismissed outright, Mayor Pipe labeling it &lsquo;stupid, moronic and tokenistic&rsquo;. </p><p><img alt="Councillor Mischa Borris" height="197" src="assets/images/local_parties/hackney/mugshots_16x9/Mischa_03.jpg" title="Councillor Mischa Borris" width="350" /></p><p>Cllr Borris said<br /><br />&quot;I was surprised that the Mayor should dismiss a question concerning civil liberties out of hand. From abolitionist William Morley to the 18th Century feminist Mary Wollstonecraft, Hackney people have a fine tradition over the centuries of standing up for our rights and liberties. ID cards are another assault on those.&nbsp; It's not a trivial issue but will affect everyone in a fundamental way.<br /><br />&quot;My question asked for an assurance that the Council would not work with the government in implementing this unpopular and unnecessary scheme.&nbsp; The government does not have a great track record in safeguarding personal information; that worries lots of people, as well as the cost, and the intrusion of having to keep government informed every time they move.<br /><br />Cllr Borris added<br /><br />&quot;There is little or no practical benefit for young people in having the card over other current forms of ID - shops, bars and other premises just don&rsquo;t have biometric scanners. Even more worrying than wasting the upfront &pound;30 is that once on the National Identity Register, young people will not be able to get off it. They will have to keep the register up to date with their personal details for life. <title>120,000 a day now priced off the buses</title>

The increased cost of travelling on London's bus network is to result in 44.6 million fewer journeys being made in the next year alone, TfL have admitted. Darren Johnson is seeking an amendment to the Mayor's draft budget to reverse the counter-productive rises brought about at the beginning of the year.<br />
<br />
&quot;At a time when many Londoners are feeling the pinch, the last thing they need is an inflation-busting rise in fares. In these first weeks of the New Year, bus users have experienced first-hand the effects of a 20% increase on a single trip. However it has emerged that TfL will lose at least &pound;30m within the next year due to the worst-off in London not being able to afford to use the buses any more.&quot; <br />

&quot;When examined against the background of the Mayor's expensive vanity projects and the cancellation of revenue streams from drivers, these latest figures demonstrate the ineffectiveness of making public transport users pay excessively.&quot;

<title>London sleepwalking into housing time bomb</title>

The Mayor will be unable to meet his already-slipped housing targets if he continues to rely on government grants and developer money, Jenny Jones AM has warned. Cuts to the government budget will wipe out any change of meeting his target of 50,000 affordable homes by 2011, which he has already put back to 2012.<br />
<br />
&quot;In the midst of a serious house crisis, cuts to the public purse are threatening a housing time bomb. The cost of buying a home rose twice as quickly as incomes in the last ten years. If the government pull the purse strings too tight, the Mayor will preside over another decade of increasingly expensive housing.&quot;<br />
<br />
&quot;The Mayor urgently needs to change his approach, driving long-term investment into community-owned housing rather than taxpayer subsidy for private housing.&quot;<br />

&quot;If he sleepwalks into this, what will Boris boast about once homes started by the previous Mayor dry up?&quot;<br />

The National Housing Federation reported today that the Government's budget implies a 500,000 fewer affordable homes being built over the next decade, based on a 17.98% average cut in budgets. But the Government is expected to cut capital investment by 50%, public land discounts dropped to zero in 2008/09, and developer contributions have already dropped by a third over the past two years.<br />

<br />
Boris is &quot;delivering&quot; the last of the affordable homes that were paid for by high public investment and developer contributions, at levels which wouldn't have solved the affordability problem anyway. Both sources of funding are going to dramatically dry up, so in his last year of office and the following Mayoralty Londoners will need to see a radical break from that approach.<br />
<br />
Developer money is drying up, with contributions to affordable housing in London falling from &pound;30.6m in 2006/7 to &pound;27.7m in 2007/8 and &pound;21.3m in 2008/9 - a fall of a third over two years. The proportion of schemes which are funded solely from developer contributions has fallen from 27% to 4%.<br />
<br />
The shortfall and recession have been eased by public expenditure, with the 2008-11 HCA investment round being brought forward by the Government to fund the 'kickstart' programme at the expense of the Decent Homes programme. <br />
<br />
But Government money will dry up in the next investment round (2011-2014). The Government is expected to cut overall public capital investment by 50%, from &pound;49.5bn in 2009/10 to &pound;23bn in 2014/15. As for providing cheaper public land, only 2 hectares were provided for free in 2006/07, with none in 2007/08 and 2008/09. Discounted land dropped from &pound;2.9m in 2006/7 to none in 2008/09. <br />
<br />
So Boris will struggle to deliver by 2012. As the new London Plan kicks in, weaker obligations for developers will likely reduce their contributions, whilst the public purse will shrink. He can't rely on schemes started under the previous Mayor coming through, and if he stayed on for a second term he'd suffer the low levels of public investment, which has been the main reason that delivery hasn't plummeted during the recession. <br />
<br />
There are two ways out of this mess. Either keep the public investment high - whether in terms of cash or land - or change the housing model to lever other private money into schemes that will remain affordable in the long-term. These could include models like the Community Land Trust, where the community own the land and stop rises in land values from making the homes too expensive for future generations. This model could open up more investment from pension funds and individual investors. Ideally the Mayor would change his own approach and oppose the government's budget cuts.

Hackney Green Party today launched their Hackney South &amp; Shoreditch Parliamentary campaign, with trainee civil liberties lawyer Polly Lane (1) standing to win the seat from Labour. From local businesses to schools, Polly is campaigning for the centralisation of education and social centres to the core of the local community.&nbsp; Polly will also work to support local initiatives, preserve the borough's architectural heritage, and challenge the privatisation of Hackney NHS.<br />

<title>Let's make the City work for London</title>

Boris Johnson, the London mayor, is <a href="http://www.guardian.co.uk/politics/2010/jan/15/boris-johnson-alistair-darling-bankers-bonuses" title="Guardian: Boris Johnson criticised after hitting out at 'ill-judged' bonus tax">backing bankers on bonuses</a>, but doing little to tackle unemployment, despite <a href="http://www.google.com/hostednews/ukpress/article/ALeqM5h5BCiiQWmi5sK8CbCEwnR-gw8ZRQ" title="PA: Number of unemployed rises by 20,000">new figures</a> showing that another 20,000 Londoners lost their jobs in in the three months to November 2009.
</p>
<p>
Johnson
has backed few causes with as much vigour as that of bankers, regularly
supporting their innovations and lambasting advocates of reform in
speeches, press releases and newspaper columns. But behind the widely
criticised bombast lies his powers as mayor of London, with which he
has done little to advance a fairer, less myopic economic vision for
London.
</p>
<p>
His views have never been those of a straightforward capitalist villain. Having <a href="http://www.birminghampost.net/news/uk-news/2008/09/28/don-t-attack-city-chiefs-boris-65233-21918600/" title="Birmingham Post: Don't attack city chiefs - Boris">attacked</a> attempts to re-regulate the free wheeling City financiers in his 2008 conference speech, he <a href="http://www.guardian.co.uk/politics/2009/feb/13/boris-bonuses-homeless" title="Guardian: Johnson: Bankers should assuage guilt by giving bonuses to homeless scheme">urged</a>
bankers to donate their bonuses to his campaign to end rough sleeping
early the following year. In his 2009 conference speech he robustly <a href="http://news.bbc.co.uk/1/hi/uk_politics/8291197.stm" title="BBC: Johnson defends 'pariah' bankers ">defended</a> &quot;leper&quot; bankers, but just 14 days later <a href="http://www.thisislondon.co.uk/standard/article-23758053-mayor-threatens-cockroach-bankers-with-windfall-tax.do" title="Standard: Mayor threatens 'cockroach' bankers with windfall tax">compared</a> bankers to &quot;cockroaches&quot; who evade &quot;the nuclear blast of public disapproval&quot;.
</p>
<p>
Most explosively, he <a href="http://www.guardian.co.uk/politics/2010/jan/11/boris-johnson-bonus-tax-bankers" title="Guardian: Boris Johnson warns that bonus tax will make bankers leave London">recently claimed</a>
that the tax on bonuses would see up to 9,000 bankers flee London. He
must have forgotten that office rents have jumped 10.5% in the City
this year alone, winced when Harvey McGrath (the chair of his economic
development agency) <a href="http://www.guardian.co.uk/politics/2010/jan/15/boris-johnson-alistair-darling-bankers-bonuses" title="Cif: Boris, bankers and Planet Zug">poured cold water</a> on his story, and regretted it all when the newspaper he writes for <a href="http://www.telegraph.co.uk/finance/newsbysector/banksandfinance/7016840/Citys-financial-sector-to-grow-by-100000-new-jobs-within-10-years-predicts-hedge-fund.html" title="Telegraph: City's financial sector to grow by 100,000 new jobs within 10 years, predicts hedge fund">reported a predicted 100,000 job boost</a> for the sector over the next 10 years.
</p>
<p>
But
never mind the delivery of his bluster, what about the delivery of his
policy and powers as mayor of London? Will he help shape the City and
Canary Wharf so they make stable contributions towards the economy and
lives of Londoners?
</p>
<p>
In his three major strategies to <a href="http://www.london.gov.uk/shaping-london/" title="London.gov: Help shape London">shape London</a>
&ndash; planning, transport and the economy &ndash; he maintains Ken Livingstone's
misguided focus on finance. He plans for the provision of office space,
but accepts the continued decline of manufacturing and other skilled
manual jobs. He kept Crossrail for Canary Wharf, but not the Cross
River Tram from Camden to Southwark. He talks up his plans for a
low-carbon, diverse economy but in the main sets up gimmicks that will
only deliver a fraction of London's potential.
</p>
<p>
He has
lobbied the European commission and British government to stop
regulations that could protect citizens from major banking failures in
the future. He pushes against fair taxation policies that are less
tough than in the US and the rest of the EU.
</p>
<p>
Where is his energy for proposals that would make London a fairer city? What about London Citizens' <a href="http://www.guardian.co.uk/business/2009/jul/19/banking-royal-bank-scotlandgroup" title="Guardian:  Bring back usury law to control interest rates, campaign urges ">proposals</a>
for caps on interest rates, and for a tiny slice of the bailout money
to be used to recapitalise local economies? Why not put out a press
release attacking energy companies for failing to cough up the cash to
insulate every home in London?
</p>
<p>
He could lobby the banks
and the Treasury to create more investment vehicles and tax incentives
that would specifically target local economic development, low-carbon
industry and other useful ends.
</p>
<p>
What of his powers as mayor of London? His <a href="http://www.london.gov.uk/mayor/economy/recovery/" title="London.Gov: The Mayor's Economic Recovery Action Plan">Economic Recovery Action Plan</a>
contains some welcome initiatives like more apprenticeships. But most
of his &quot;plans&quot; would be happening anyway, often as a result of central
government action, and his few new initiatives are far too small scale
to make much of a difference. He could go much further.
</p>
<p>
For
example, why not direct the London Development Agency to investigate a
means to underwrite loans to small businesses, helping them to access
credit where banks &ndash; under current conditions &ndash; are reluctant? Fees for
the service might offset the cost of defaults. Or even borrow money to
massively expand his home energy efficiency programme, giving jobless
young people work insulating our homes, until the wider economy picks
up? If not on the Greater London Authority budget, lobby the government
to do this nationally.
</p>
<p>
London would do better with a mayor who prioritises a fair economy above the interests of a rich elite.

Responding to today's unemployment figures showing that another 20,000 Londoners lost their jobs in the last 3 months of 2009, against a national fall in unemployment, Darren Johnson is calling on the London Mayor and Government to expand immediately schemes which will ensure Londoners can find work.<br />

Darren said:<br />

&quot;We have stalled building sites and freezing homes across the capital that would be helped by more focused spending. Building and refurbishing homes would create more jobs, help local economies, and make more of a difference to Londoners than many of the schemes the Mayor is funding.<br />

&quot;We are still witnessing an appalling waste of 384,000 Londoners' lives. The Mayor has failed to tackle the recession in London.<br />
<br />
&quot;A much bigger and faster London-wide programme to upgrade the energy performance of all homes could create up to 15,000 new jobs for builders, joiners, plumbers, electricians, roofers, heating and structural engineers and builders' supply merchants.&nbsp; Their work would lead to an 80% reduction in domestic emissions.<br />

<title>Mayor should defend business not bankers</title>

Darren Johnson has responded to comments by Boris Johnson that bankers are discussing leaving London as a result of new proposals to regulate the financial industry and curb bonus payments (1). On Wednesday (13th January) Harvey McGrath chair of the London Development Agency said he had not heard of any firms planning to leave because of the one-off levy. He added that although many were considering moving some parts of their businesses abroad, it was normal for companies to review their operations on a regular basis (2).<br />

Darren Johnson said:<br />

&quot;The London Mayor is reporting hearsay as fact by saying that the bankers will leave London if the government acts on regulation and bonuses. Latest figures on the demand for office space in London show that the City is booming, with rents jumping 10.5% this year alone. The Mayor's own head of his economic development body seems unconcerned about scare stories of a mass exodus.<br />
<br />
&quot;Does the Mayor have so little confidence in London that he thinks we need to turn out our pockets to attract this business? If he wants to defend London's interests, why not lobby the Government to regulate the City so it works to the benefit of small businesses?&quot;<br />

<title>Hackney Greens Parliamentary &amp; council candidates to Vote Cruelty Free</title>

Matt Sellwood, Green Party Parliamentary candidate for Hackney North &amp; Stoke Newington, Polly Lane, Parliamentary candidate for Hackney South and Shoreditch, and all of the Hackney Green Party council candidates have pledged their support for Vote Cruelty Free, a new non-partisan coalition of animal protection organisations working to put animals on the political agenda.

The alliance has sent its manifesto to all candidates announced for the next General Election and asked them to show their support for the issues raised.
</p>
<p>
Matt Sellwood said, &ldquo;The Green Party has long advocated the importance of animal protection, and with the Hackney Greens I am very pleased to be able to help push this issue onto the political agenda.&rdquo;
</p>
<p>
A Vote Cruelty Free spokesperson said, &ldquo;Animal protection is an issue close to the UK public&rsquo;s heart but this is often not reflected in current political debate. It is fantastic that Matt, Polly and all of the Hackney Green candidates have shown that they believes in animal protection issues as much as their potential future constituents in Hackney; we are calling on the candidates of all parties to follow their lead by pledging their support for Vote Cruelty Free.&rdquo;

Vote Cruelty Free comprises the BUAV, Compassion in World Farming, International Fund for Animal Welfare (IFAW), League Against Cruel Sports and Respect for Animals. It covers a broad range of animal welfare issues including wild and marine animals, animal experimentation, cruel sports, the fur trade and farming.

Vote Cruelty Free is urging all candidates to pledge their support for the initiative. <title>Hackney Green Party is warning young Londoners about the hidden cost and consequences of applying for the new identity (ID) card</title>

<description><![CDATA[ <p>
ID cards will soon be targeted at 16- to 24-year-olds in London(1) at a cost of &pound;30, and up to 50 categories of personal and biometric details about applicants will be added to the National Identity Register. These will include finger prints, National Insurance number, current and past addresses and full history of the card&rsquo;s use. <br />

Cllr Mischa Boris says, &quot;The Government has been touting the scheme as a means of reducing crime, combating terrorism and benefit fraud, none of which stands up to scrutiny (2). The London School of Economics estimated the costs of the scheme will be between &pound;10 billion and &pound;20 billion (3). There is colossal pressure on public finances leading to both cuts in public services and tax increases and yet, here we have another waste of our money which will do nothing to improve our quality of life.<br />
<br />
&quot;There is little or no practical benefit for young people in having the card over other current forms of ID, as shops, bars and other premises don&rsquo;t have biometric scanners. However, even more worrying than wasting the upfront &pound;30, is that while getting a card will be voluntary, once on the National Identity Register, young people will not be able to get off it, will have to keep the register up to date with their personal details for life and not doing so could lead to a fine of up to &pound;1000. Also, the life-time cost to the card holder of updating the register and obtaining replacement cards is completely unknown.&quot;<br />
<br />
Mischa Boris will ask Hackney Council to take a strong stand against the Labour Government's identity card (ID) scheme and National Identity Register in a question to Mayor Pipe meeting on 27th January. 
</p>
<p>
Other councils have already adopted non-co-operation polices in relation to the ID card scheme and the Green Party motion calls on Hackney to do adopt a similar stance, except where doing so would breach existing contracts or be unlawful. <title>Guantanamo Bay: 8 years on it's time for closure!</title>

London's Green MEP, Jean Lambert spoke at a demonstration outside the US embassy in London today &ndash; 11th January &ndash; the eighth anniversary of the opening of the detention facility at Guantanamo Bay. (1) She has also submitted a parliamentary written question asking the European Commission to clarify what steps have been taken by Member States towards this end. Almost a year ago President Obama set a deadline of the 22nd January 2010 for its closure.<br />

Jean Lambert MEP, who took part in the demonstration, commented:<br />

&quot;President Obama is not alone in believing that the very existence of Guantanamo is a recruiting device for violent extremists with a variety of goals. Why is the United States seemingly so intent on prolonging this injustice when it does not make their country safer?&quot;<br />
<br />
&quot;The existence of Guantanamo has been used by oppressive regimes to justify their own denial of human rights such as arbitrary detention for long periods, the use of inhumane and degrading treatment and torture, and trials that are not worthy of the name. The US, with the assistance of the EU, needs to lead the way in the closure of Guantanamo and in securing a just settlement for the detainees to prove that it can live up to its rhetoric on human rights and democracy.&quot;<br />
<br />
&quot;Today I have asked the European Commission to clarify any steps which have been taken by EU Member States to assist in the closure of Guantanamo by agreeing to receive former detainees. It would be in the best interests of those individuals, and in our collective interest, to help heal the festering wound that is Guantanamo and restore the rule of law based on respect for human rights. I hope we do not have to return to the US Embassy to protest the ninth anniversary of the centre next year. Guantanamo must close!&quot;<br />

(1) The demonstration was organisted by the London Guant&aacute;namo Campaign, which campaigns for justice for all prisoners at Guant&aacute;namo bay, for the closure of this and other secret prisons, and an end to the practice of extraordinary rendition.<br />
<br />
There are currently just under 200 prisoners held at Guant&aacute;namo Bay, including two British residents. Approximately 50 prisoners are due for release once suitable countries are found to accommodate them. Around two dozen prisoners are likely to face trial in the US mainland. Concerns have been expressed as to the likelihood of any prisoners receiving a fair trial after eight years of arbitrary detention and the likelihood of much of the evidence being tainted by torture and other illegal methods of obtaining it.<br />
